Prince William County Republican Party

I,
Thomas A. Kopko, as Chairman of the Prince William County Republican
Committee and pursuant to the Party Plan of the Prince William
County Republican Committee and the Party Plan of the Republican
Party of Virginia, do hereby issue this Call for a Republican Mass
Meeting for each Prince William County Magisterial District and for
a Prince William County Republican Convention to:
1.
Elect the Chairman of the Prince William County Republican
Committee for the term 2008-2010;
2.
Elect members of the Prince William County Republican
Committee for the term 2008-2010 with the maximum number of members
in each Magisterial District as follows:
o
Brentsville: 211
o
Coles:162
o
Dumfries: 120
o
Gainesville: 180
o
Neabsco: 85
o
Occoquan: 122
o
Woodbridge: 74
o
At Large: 286
3.
Elect Delegates and Alternates from Prince William County to
the 1st, 10th, and 11th
Congressional District Republican Conventions, where they shall
elect a District Chairman, elect 3 Delegates and 3 Alternates to the
2008 Republican National Convention, nominate an Elector to the
Electoral College, and elect 3 members of the Republican Party of
Virginia’s State Central Committee, and the transaction of such
other business as my properly come before the convention, as
follows:
o
1st
Congressional District: up to 95 Delegates and 95 Alternates, to be
held May 10, 2008, at 1:00 PM at Caroline County High School, 19155
Rogers Clark Blvd., Milford, VA ;
o
10th
Congressional District: up to 340 Delegates and 340 Alternates, to
be held May 17, 2008 at 10:00 AM at Langley High School, 6520
Georgetown Pike, McLean, VA;
o
11th Congressional
District: up to 760 Delegates and 760 Alternates, to be held May 17,
2008 at 11:00 AM at West Springfield High School, 6100 Rolling Road,
Springfield, VA;
4.
Elect up to 2040 Delegates and 2040 Alternates to the State
Convention of the Republican Party of Virginia to be held May 30-31
at the Greater Richmond Convention Center, Richmond, VA, where they
shall nominate a candidate for the U.S. Senate, elect 28 Delegates
and 28 Alternates to the 2008 Republican National Convention,
nominate 2 Electors At Large to the Electoral College, elect the
Chairman of the Republican Party of Virginia, and nominate a
National Committeeman and Committeewoman to membership in the
Republican National Committee.
5.
Transact such other business as may properly come before the
convention.
Qualifications for Participation
All legal and
qualified voters of Prince William County under the laws of the
Commonwealth of Virginia, regardless of race, religion, national
origin or sex, who are in accord with the principles of the
Republican Party and who, if requested, express in open meeting
either orally or in writing as may be required, their intent to
support all of its nominees for public office in the ensuing
election, may participate as members of the Republican Party of
Virginia in its mass meetings, party canvasses, conventions or
primaries encompassing their respective election districts.
In addition to
the foregoing, to be in accord with the principles of the Republican
Party, a person otherwise qualified hereunder shall not have
participated in Virginia in the nomination process of a party other
than the Republican Party after March 1, 2004. A single exception
shall be approved for a voter that renounces affiliation with any
other party in writing, and who expresses in writing that he/she is
in accord with the principles of the Republican Party and intends,
at the time of the writing, to support the nominees of the
Republican Party in the future. Any voter that utilizes the
foregoing exception, and thereafter participates in the nomination
process of a party other than the Republican Party, shall not have
the benefit of the exception thereafter.
A person who has
made application for registration prior to the prefiling deadline
and meets all other qualification requirements, but whose name does
not appear on the local registration books solely because of the
books having been closed in connection with a local election, will
nevertheless be deemed a legal and qualified voter.
Participants
must provide identification according to the standards of the
Commonwealth of Virginia, including a Virginia voter ID card,
driver’s license, military ID, any federal, state, or local
government-issued ID, employer issued photo ID card, or Social
Security card.
Republican Magisterial District Mass Meetings
A
Republican Mass Meeting for each of the seven (7) Prince William
County Magisterial Districts shall be held, if necessary, on
Thursday, April 10, 2008 at the McCoart County Government Building,
One County Complex, Woodbridge, VA or at an alternate site and/or
time as determined by the County Republican Chairman, beginning at
approximately but not earlier than 8:00 PM. Registration for the
Mass Meetings will open at 7:00 PM and will continue until the
adjournment of the Mass Meeting. No filing fee shall be required to
participate in any Mass Meeting. The purposes of the Mass Meetings
are:

To elect Delegates and
Alternates as representatives of their respective Magisterial
Districts to the Prince William County Republican Convention; and
Ř
The transaction of such
other business as may properly come before the Mass Meetings.
In
the event the number of persons in a Magisterial District who
pre-file as candidates for Delegate to the County Republican
Convention is equal to or less than the total number of Delegates
allowed from that Magisterial District, all candidates for Delegate
will be deemed to be elected as of the date of the Mass Meeting and
the Mass Meeting will not be held.
The
Mass Meetings shall be called to order by the respective Republican
Magisterial District Chairmen or their designee. After all
available Delegate slots have been elected, those persons receiving
the next highest vote totals shall be designated as Alternates,
unless the Mass Meeting declines to elect Alternates. The results
for each Mass Meeting shall be reported to the Prince William County
Republican Chairman or his designee no later than time: 8:30 AM on
April 12, 2008 at the Prince William County Republican Convention at
Woodbridge High School, 3001 Old Bridge Road, Woodbridge, VA.
Prince William County Republican Convention
The
Prince William County Republican Convention shall be held on April
12, 2008 at Woodbridge High School, 3001 Old Bridge Road,
Woodbridge, VA or at an alternate site and/or time as determined by
the County Republican Chairman, if necessary, beginning at 10:00 AM.
Registration for the County Convention will open at 8:30 AM and
close at 10:00 AM.
The
County Convention shall be composed of the Delegates of the
respective Magisterial Districts they represent. Representation
shall be based on the total number of Republican votes cast in each
Magisterial District in the 2005 gubernatorial and 2004 presidential
elections combined. Each Magisterial District is allowed one
Delegate vote for each 100 Republican votes cast or major fraction
thereof, as follows. A delegation of this Convention is entitled to
send five (5) Delegates for each Delegate vote, but no Delegate
shall have less than one-fifth (1/5) of a vote. Each Magisterial
District shall be entitled to at least one (1) Delegate vote. It
shall be deemed that each Magisterial District is entitled to a full
vote on every ballot.

Any
Delegate or Alternate failing to receive certification of eligibility
may appeal his eligibility status to the Credentials Committee of the
County Convention, or to the full County Convention, and consideration
and disposition of all such challenges shall conclude prior to the first
ballot for nomination of a candidate for Chairman of the Prince William
County Republican Committee.
Prefiling Requirements - Chairman
In order
to be considered for nomination as Chairman of the Prince William County
Republican Committee, each candidate must file written notice of intent,
along with a filing fee of $150, payable to the Prince William County
Republican Committee, Attention: Chairman, Post Office Box 1955,
Manassas, Virginia 20108-0805. The written notice and filing fee must
be received by the Prince William County Republican Committee Chairman
or his designee by 7:00 PM on March 1, 2008. Postmarked dates shall not
count. Only those who pre-file may stand for nomination at this County
Convention, unless no candidate files by the deadline in this paragraph,
in which case nominations may be accepted on the floor of the County
Convention until the adjournment of the Convention, at the discretion of
the Convention.
Pre-Filing Requirements - Delegate
Candidates for Delegate or Alternate Delegate to the County Convention,
Congressional District Convention, and//or State Convention shall
pre-file in writing. Pre-filings by mail shall be sent to Prince
William County Republican Party, Attn: Convention Prefiling, Post Office
Box 1955, Manassas, Virginia 20108-0806 and must be received by 7:00 PM
on March 29, 2008. Pre-filings will be accepted in person at Prince
William County Republican Committee Headquarters, 4431 Prince William
Parkway, Woodbridge, 22192 from 5:00 to 7:00 PM on March 29, 2008.
Each prefiling for Delegate and/or
Alternate to the County Convention may be accompanied by a voluntary
registration fee of ten dollars ($10) per candidate to offset high
convention costs. Mandatory and voluntary fees for Congressional
District (1st CD is $5 voluntary, 10th CD is $15
required voluntary, 11th CD is $20 voluntary for all who intend to vote
only for Presidential Elector and National Convention Delegates and
Alternate Delegates, but mandatory for all who intend to vote for
District Chairman and Republican State Central Committee members) or
State Convention ($35 voluntary) shall also be paid by each candidate.
A pre-filing form is required and is available from the Chairman or his
designee and online at www.PWCGOP.org.
Only those who pre-file may participate as Delegates and/or Alternates
to the Prince William County Republican Convention, and no filings from
the floor of the Mass Meetings or the County Convention will be
accepted.
Resolutions
Resolutions proposed to be considered by the Prince William County
Republican Convention shall be typed and submitted in electronic form to
the Secretary of the Prince William County Republican Committee, or his
designee, accepting such resolutions by e-mail at
secretary@PWCGOP.org or by
mail at Prince William County Republican Committee, Attention:
Resolutions Committee, Post Office Box 1955, Manassas, Virginia
20108-0806, by 7:00 PM on April 5, 2008. Postmark dates shall not
count. Resolutions may not be offered after the deadline or from the
floor of the County Convention. The Resolutions Committee shall meet and
report on all such resolutions so submitted.
Convention Committees
Chairmen
and members of the Convention Committees, including Arrangements,
Credentials, Nominations, Elections, Resolutions, and Rules, shall be
appointed by the Prince William County Republican Chairman and shall
meet in advance of the Convention on the call of the appointed Committee
chairmen and/or the County Chairman to perform their duties. The
Convention shall be conducted in accordance with the Plan of
Organization of the Prince William County Republican Party, Plan of
Organization of the Republican Party of Virginia, and Robert’s Rules
of Order, Newly Revised.
Payment of Fees
Payment
of any fee is not tax-deductible. All checks and money orders for all
fees shall be made payable to the “Prince William County Republican
Committee,” and must be attached to the candidate’s filing statement.
Separate checks for each fee will not be required, so long as the
candidate’s filing statement clearly sets forth the amounts paid for
each fee. Except in the case that an applicant for attendance is
unqualified to participate, any filing fees shall be non-refundable.
